A little backgrounder on the issue of the alleged incompetence as a legislator of Sen. Aquino. On the first week of April, Bagumbayan Presidential bet Sen. Dick Gordon chided Aquino for his "lackluster" performance in the Legislature. Here's a quote in news report from Manila Bulletin:
"Nine years in Congress and he has not passed a single bill. He spent nine years as a congressman and three years in the Senate and he has no record of accomplishments that he can show the people," Gordon said..."Lito Lapid is much better because he was able to pass one bill"
Sen. Dick Gordon is not the first person to question Aquino's competence and track record. Opinion columnists and sympathizers of other presidential bets also continue to claim that Aquino is not ready for the Presidency. However, according to NoyPipol, Aquino as a legislator in the laws he made had consistently pursued the interest of the public through the "quality" laws he had authored:
"Senator Aquino’s legislative record is filled with bills that push for transparency, accountability, curbing corruption and leveling the playing field so that special relationships do not take precedence over quality public service. A good lawmaker must not be judged solely on the number of laws penned, but the quality of these laws in the interest of the public good. Congress is a democratic institution that is also meant to guard against government excesses. Aquino believes we already have many good laws, and what is needed is proper enforcement."
In spite of question of his competence to lead, an Aquino presidency is perceived to effect the highest investment growth in the Philippines, at eight per cent. Abay Governor and former economic adviser to President Macapagal-Arroyo Joey Salceda said that:
Even the employees of the Department of Finance seems to think that Aquino should be the next President. Here is a report from the business section of Philippine Daily Inquirer: "Marami nang survey ang mga foreign investors saka mga domestic investors na nagsasabi na mas tataas ang kanilang kumpyansa, ang kanilang pag-invest sa Pilipinas, kung isang Aquino muli ang mamumuno at mamamahala ng ekonomiya ng Pilipinas"How is this so? In an interview, Salceda further explained that:
"Because domestic investments are susceptible to governance indicators — as stated in "Institutional Constraints on Philippine Growth," a July 2008 study by economics professor Emmanuel de Dios of the University of the Philippines — an Aquino presidency would have the highest probability of triggering a significant increase from the current investment rate of 15 percent"
"MORE employees of President Gloria Macapagal-Arroyo’s Department of Finance apparently want a change of regime after the Aquino-Roxas tandem emerged as the clear winner in a mock election held last week. Of 124 votes cast for president, Senator Benigno C. Aquino III got 42 percent ..."
